According to the report, the core of Europe’s emerging dilemma lies in its heavy reliance on Chinese-made solar inverters — the devices that convert solar energy into grid-ready electricity. Chinese companies now control more than 220 gigawatts of installed European capacity through these remotely programmable units.
As the EU leans into its ambitious climate goals, solar energy has become the poster child of the energy transition. On the surface, it appears to be a success story in the global race toward decarbonization. But peel back the layers, and a more troubling picture emerges: Europe’s solar backbone increasingly runs through China.
The result was the emergence of China as the undisputed world leader in solar-power technology. Since 2011, the country has invested over $50bn in new solar panel manufacturing capacity, 10 times more than Europe, according to the International Energy Agency.
The report estimates between six to ten factories operating at a minimum size between 3 GW and 5 GW annually would need to be built across Europe to facilitate the capacity. To meet the 30 GW target, Europe’s solar industry will need between €1.4 billion and €5.2 billion annually in support, the report adds.
